Policies about refunds have been specified before the conference. These policies have not changed and are contained in the sidebars:

in some cases, where the deposit was still with us, we are able to refund you directly from the ALA conference budget; but in the cases where the deposit had been forwarded already to the travel agent for payment of your ticket to the airline, the refund must come from the airline companies, and that is done through the agent: Travel Network. If you cancelled at a very late date, after having reserved your ticket, you will have to request the reimbursement from Travel Network.
