You are legislative aid for Senator Fox from Ohio.  Senator Fox is a progressive who is determined to eliminate racial disparities in health care in her state. She has asked you write a Health Care Quality Statute which would address the issue of health care  disparities. Senator Fox believes that an effective public health policy approach must include state laws. The crux of the problem is given managed care, the historical disparity in health care, and "unthinking discrimination, what would be essential components of an effective law.
