FACAS 2/8/06

 

Present:  D. Biers, G. Doyle, P. Johnson, E., Gustafson, P. Thimmes, C. Phelps (chair),

The committee was updated on status of meeting with Troy Washington and Joe Untener.  FACAS chair will be meeting with them briefly and new draft will be distributed prior to their meeting with the committee.  The committee raised the following points as concerns that should be addressed in the next draft of the background check policy:  details for implementation, including timing of the check, office in which decisions would be made; specifics regarding the background checks of international candidates; investigation of the processes used by other institutions.

 

The committee briefly discussed the sense of the Senate document which would be discussed on Friday addressing changes to the Senate Constitution regarding timing of election of representatives and beginning of terms.

 

The committee began discussions of the Constitution, particularly Article II B Authority and Responsibility.  The discussion focused on the legislative authority, legislative concurrence, and consultative role of the Senate.  Most of the discussion revolved on legislative concurrence and whether this was actually being given to a number of significant academic and educational initiatives.  Discussions will be continued on the meeting of 2/15.
