FACAS Meeting 4/12/06

Announcements:  M. Mullins (non-tenure track faculty representative) and L. Hausmann (graduate student representative) had resigned from the Academic Senate and thus, the Faculty Affairs Committee.

 

The committee voted on and approved the proposed constitutional changes regarding beginning of terms of office.  This proposal will be brought before the full Senate on Friday, 4/21. 

 

Discussion began on Legislative Authority, Legislative Concurrence, and Consultation, differences and similarities between the three actions (Article 2.B).  The committee discussed the meaning of the three categories and the powers of the Academic Senate.  Several questions arose. These included:  whether the committee believed that other things needed to be added to the list under Consultation (Article 2.B.3); whether the list in Article 2.B.3 also fit under Legislative Concurrence; and whether there is legislation passed by the Senate that has not been acted upon and how the Senate responded to the lack of action or denial by the President or Board.  It was decided to invite a number of individuals who have been active on the Senate over the years  (Rebecca Wells, Jim Farelly and Harry Gerla) to a future meeting (likely Fall 06) to ask them about further questions that had been raised regarding Article 2.B.  C. Phelps will also contact Kathleen Henderson to see if the index of all Senate documents has been completed.  This would help the committee determine how various actions have been categorized in the past.

 

The next FACAS meeting will be held in the Fall term unless another draft of the background check policy is received, in which case a meeting will be called to discuss changes in the draft.
